The following pay services let you receive faxes, but not send them.

Kall8 provides a toll-free U.S. telephone number. Incoming faxes can be routed from that number to your
fax machine or delivered to your e-mail inbox. Voicemail is also available at no extra charge.
The service is priced right for people who receive a low volume of faxes: For a $2 signup fee
plus $2 per month, and 6.9 cents per minute.

Flat-rate $3.95 per month allows you to receive unlimited fax pages, which are delivered to your e-mail
box as TIFF attachments. You can choose a phone number in many U.S. area codes.

FaxDigits
FaxDigits' free fax service provides a phone number for incoming faxes, which are
delivered to your email box as PDF files. (My assigned phone number was in the 515 area code:
Des Moines, Iowa.) The Premium option ($7.95 month) gives you a toll-free
or local phone number in your choice of cities.
